Additional Notes: The Philippine Legion of Honor was instituted by President Manuel Roxas in July of 1947 and is the Philippines highest military honor, awarded to Filipino and foreign citizens, both civil and military, for valuable and meritorious service to the military affairs of the Republic of the Philippines. It is conferred annually on the anniversary of the declaration of Philippine Independence.
